Policy integration, problem-solving, and the coronavirus disease crisis: lessons for policy design

Abstract The coronavirus disease pandemic has exposed differences in the capacity of governments around world to integrate and coordinate different policy instruments into a coherent response. In this article, we conceptualize empirically examine integration responses crisis 35 countries. We then discuss how interplay between restrictions, health protection, economic been articulated between, on one hand, design based complementarity pro-public pro-economy measures, implying an integrated response, and, other, perception inherent trade-off two. Finally, three implications from our analysis against for post-COVID state: (a) normalization adaptation responses; (b) possible acceleration “catching up” problem-solving as may use instance put place new social policies; (c) accelerator complexity resistance technocracy state.
